Visit to Italy

On 6 and 7 November this year, Undersecretary of State Ryszard Zarudzki and the accompanying delegation visited Italy under the study visit concerning programming and implementation of the Rural Development Programmes (RDP) at the central and regional level.

The visit was carried out with regard to the pending discussion on the new programming period, including in the scope of potential deeper decentralisation of implementation of the second pillar of the CAP in Poland. Benefiting from the experiences of Italy, which implement the rural development policy based on 21 regional and a single central RDP, Vice-Minister held the working meetings in the Italian Ministry of Agricultural, Food and Forest Policy and in the Directorate General for Agriculture of the Emilia Romagna Region in Bologna – Managing Authority for the Regional Development Programme in the Emilia Romagna Region. He familiarized with the role and tasks of the ministry, regional authorities and the National and Regional Paying Agency in the scope of DRP programming and implementation. Director General for Rural Development Emilio Gatto and Director of the Rural Development Programme Department Paolo Amassari participated in the meeting as the representatives of the Italian party.

The meeting in the Directorate General for Agriculture of the Emilia Romagna Region was attended by the regional Minister for Agriculture, Hunting and Fishing Simona Caselli.

The Italian party presented also the Italian National Rural Network as the auxiliary tool for management and improvement of quality of rural development programmes implementation. Particular attention was drawn on the solutions in the field of implementation of support for innovation in agriculture and forestry, IT systems of the paying agency and in the scope of risk management tools.

The parties declared their will to continue good and multiannual cooperation and further exchange of experiences in the area of rural development, with particular focus on specific issues in the field of implementation of the Cooperation action under the RDP 2014-2020, benefiting from the Italian experiences in development of IT systems supporting the RDP implementation, including in the scope of administrative controls. The need for sharing knowledge and experiences in the area of risk management of agriculture has been also brought up.
